Try googling WinSCP. It supports SFTP as well as allowing you to run a command from windows to another SSH host. Bitvise also has a windows SSH host as well as a client. If you want support for how to install modules on windows, you need to let us know which version of perl you are using, what have you tried and what errors you encountered.
