DBD::Sybase "no suitable target" - Perl version issue?

SamCG has asked for the wisdom of the Perl Monks concerning the following question:

I'm trying to install DBD::Sybase from a local repository (downloading it manually from activestate and then using ppm to install). Unfortunately, I run into errors. . .
C:\Perl\ppmr\DBD-Sybase>ppm install DBD-Sybase.ppd Error: no suitable installation target found for package DBD-Sybase. C:\Perl\ppmr\DBD-Sybase>
I'm not really sure what this means (s/not really sure/clueless about/;). One thing: since it's not listed at all under the 8xx series, I retrieved it from the 6xx series ftp site on ActiveState. Has anyone run into this problem, or better, know where to get a good ppd for DBD-Sybase?

I've had this problem at work also... eventually, I found the necessary PPD file and download from the author's website: DBD::Sybase for activestate
Indeed - I don't use windows myself, but one of the members of the sybperl-l mailing list sends me binaries for ActiveState every once in a while, and I make them available for download from http://www.peppler.org/download/ActiveState.

It meant that there's no DBD::Sybase for your perl in any respositories PPM searched.
