This is a Frequently Asked Question. Unfortunately, most of the Frequent Answers either don't work, suck, or suck and don't work.
I recently adopted a very simple solution that does work pretty well. The summary is: - Forget about using "make install".
- Just run "make".
- cp -pr Module/blib/lib/* private/lib/.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
