You can read (lang: en) Monks qui parlent des langages autres que l'anglais for my thoughts on this subject. I strongly urge you to post those tuturials. Perlmonks has predominantly become an English-only resource, but Perl is not an English-only programming language. I feel that posting a translation in English and cross-linking the two copies would be a nice concession to those who oppose the idea. I also recommend a title convention to identify the language:

(lang: de) Ich bin ein Berliner :)

Such a convention would make it easy to search for posts in one's native language and make it easier for those who don't speak English to filter them out.
