You have chopped off the last part of the error message and that was the bit which explains how you can fix it.
$ perl -Mstrict -e '%s = ();'
Global symbol "%s" requires explicit package name (did you forget to d
+eclare "my %s"?) at -e line 1.
Execution of -e aborted due to compilation errors.
$ perl -Mstrict -e 'my %s = ();'
$
