why "name" more than word characters plus maybe . - and ' ?
See the excellent Falsehoods Programmers Believe About Names. I recognise and applaud your general sentiment but you need to be very careful about rejecting potentially valid data too.
If in doubt, refer to the spec. If there is no spec, insist on one.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
