There's no need to 'clone CPAN', smoketesters/cpantesters already provides the required functionality, anyone can smoketest cpan for any version of perl, for any OS, automatically reporting failures.

The number you'd end up with makes no sense at all in terms of what you seem to believe it would illustrate.
