      You didn't read the link, else you wouldn't be quoting that.

      The link tells you "While Einstein first mentioned a variable speed of light in 1907,1 he reconsidered the idea more thoroughly in 1911.".

      He published his Theory of General Relativity in 1916. The two things are not incompatible.
