Thanks for your help! I found I can access to metacpan by wget and WWW::Mechanize. but doesn't allow from chrome, IE and edge.... looks like metacpan is blocked.... sigh....

        Probably because they are made by evil companies which say they aren't :P

        No idea why the others don't work. Firefox is what I use and works so I thought it worth a try given that it isn't actually a question of blocked access (wget etc work).
