At this level or higher, you no longer gain bonus XP if you spend all your votes.
You may be interested in Friar, which is now Level 9. Under an old level system, Friar was Level 6. The XP required to attain Friar, and the powers bestowed upon members of that order, have not changed, only the level number has. (See A Level Playing Field)
