CSCIE13 Util Perl tells me it is from Web Programming in Perl. 5 Minutes with Google would have told you directly.

Update: ww tells me that the search term has been pulled by the magnetic force of Perlmonks and now lists pages from perlmonks.org as its results, drowning out the "real" link. That's unfortunate and should teach you to search Google before you post a question here, unless you want to poison the Google Juice well by having the topmost result be your question.

Where did you hear of a perl package CSCIE13::Util?

Its simple, ask the person who said it exists :)
