I am most likely to install a new module from CPAN if:
- It has a recent release
- The newest release passes all its tests
- Its tests have good coverage
- It is of high kwalitee
- It has many MetaCPAN ++s
- There are no long-standing open bugs
- It is pure perl (ie. no XS)
- It has no/few non-core dependencies
- Many other modules use it
- The author is prolific
- It is as generic as possible
- The licence is acceptable (Artistic/GPL/BSD - delete as appropriate)
- It has good reviews*
- It has extensive and clear documentation
- It is recommended by a Monk
*Yes CPAN Ratings is for the chop, which is a shame.

- You can verify that its reverse dependencies all pass their tests after a change
Also, s/full coverage/very good coverage/, s/long-standing open issues/long-standing open bugs/ (I have 94 outstanding "issues" across ~80 repositories, but I'd say 15 are bugs, and none are show-stoppers).
Regarding the last list point, that can be done by downloading the most recent code in question instead of using your own repository.

Good points, thanks. I've added documentation as that was a definite oversight. In doing so I think this arguably includes the change log? Similarly having a recent release and/or no open bugs (better than "issues" I agree) mostly covers the "responsive" point for me but maybe you have another metric?
Of course, there's being responsive and there's being usefully responsive. Yes, I do have a project leader in mind but it isn't a Perl project so I'll say no more.

s{install}{update}. The reasons might be completely different. You *install* a new module if it fits all your needs. If there are multiple candidates, you probably use the above checklist. Once it is installed, you don't want to break your stuff, and you'd probably want to do tests based on the above list, but the main thing is:
- If it fixes bug that hinders me and does not break other stuff.

Now that Perl 6 has an official alias, Raku, Perl 5 should also have one, and it should be...
- Flix - rhymes with UNIX®
- Piku - Raku and Piku sound like protagonists of an epic romance
- V - a roman numeral like C, but alliterates with victory
- Sebos - in Dalmatian mythology, Raku is the goddess of youth, while Sebos is the god of longevity [citation needed]
- Quilt - finely crafted from lots of patches
- 5lang - the language with 5 in its name, also somewhat like slang
- $LANG - like slang as above, only much more stupid
- Onion - blends well with the TPF logo

Given the rage that the alias for perl6 caused, I'd say don't even think of starting a suggestion to discuss this. It is useless and unneeded and probably ends with many users being angry or disappointed and maybe even people that leave the community.
Perl6 did not need an alias, and neither does perl5.
