As far as I can see UTC times are correct in the list, it just doesn't go high enough, according to this site, UTC and GMT are the same thing, which I can't confirm, but seem to think is a bit wrong :) I'm assuming Perlmonks has the UTC+0 time correct

If you live further East of Perth then you are in even more trouble, the Eastern coast of Australia is up to 3 hours ahead of me, (perlmonks)UTC+16

this site shows UTC-5 (Atlanta) as the same time as UTC+0 on Perlmonks, and verifies my +13 number :) this means the UTC times on perlmonks are 5 hours behind, does it not?

    Yes, UTC == GMT by definition (modulo technicalities, probably). The server thinks that its clock is on UTC (which it used to be), but it's actually on EST (UTC-5), which is the cause of your difficulties, I think.
