I'm not aware of any comprehensive Perl Monks node covering this topic in
the past five years, so your new node is long overdue and very welcome.
I've written two PM nodes that may be of use:
- Writing Solid CPAN Modules (2005). Though the text is horribly out of date, I've updated the "See also" and "Related CPAN Modules" sections (at the end) regularly, so you might find some useful links there.
- Perl CPAN test metadata (2010). This one is CPAN tester related. The text is a bit speculative but you might find some useful material in the "References" and "The Oslo Consensus" sections at the end. In particular, you might like to mention the xt/ directory for author tests.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
