If you compile Wx statically (like Tk), it would take the same exact amount of effort.
PAR doesn't scan for external dlls well (or at all?).
Wx::Perl::Packager compensates for this, saves you from manually -adding dlls like
pp -c -v -a wxbase28u_gcc_custom.dll -a wxmsw28u_adv_gcc_custom.dll -a
+ wxmsw28u_core_gcc_custom.dll -e " use Wx; print Wx::wxVERSION_STRING
+,qq!\n!"
