Couple of things from the top of my head:
M-x rgrep recursive grep. Very useful for coding in general.
M-x compile also works for perl programs, with error file/line navigation, like rgrep.
Sepia is pretty cool.
Version control: psvn (M-x svn-status) is good for SVN. GIT's own git.el is OK, but there might be something better.

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
