If you do this sort of thing you might be interested in Test::Block where your example would be written as:
use Test::More 'no_plan';
use Test::Block qw( $Plan );
{ local $Plan = 1;
# carry out one test
}
{ local $Plan = 3;
# carry out our 3 tests
}

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
