Your idea that the number of choices on CPAN is what's holding Perl back doesn't seem supported by comparison to other languages. Java has about a million choices for doing anything (witness the ongoing web framework wars), and it's doing quite well. And for the record, most of the experienced PHP users I know use a templating tool like Smarty.
You may have a point about the TMTOWTDI aspect of the language itself. I'll be touching on some of this, and discussing ways to minimize risk in perl code at OSCON later this month.
