Okay, well again the answer is "No, not really"
But that doesn't mean you can't automate the task. For example, if you happen to be using Vim as your editor-of-choice, then there is a very useful BlockComment plugin available, which makes this task very easy.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
