to edit some file via browser you will need to be able to edit it with your http deamon users rights and submit some form with textfield or textarea, so you can use popular CGI module, and depending on your config file you can rewrite it with data entered into form or use for example Config::IniFiles module (for ini files) etc...

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
