If you're referring to Code , Cool Uses For Perl ,
Craft and Snippets submissions, we
already have that in the form of voting and comments.
Those with higher reputation will likely stand out with
more positive comments.
IMHO, I don't think we have to duplicate what already exists here.

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
