Overuse of modules is only a manifestation of the problem, not the problem itself. The problem is that, just like real programmers can write FORTRAN in any language, beginners will write awkward or coincidentally working code regardless of which paradigm has been hammered into them.
Makeshifts last the longest.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
