I think voting should _not_ be more complicated as it is already.
We have currently the choice to vote up, vote down, make a comment or do nothing. I think it is wrong to change the voting in any way, since users that have already XP get there points more easy then the other monks. The conclusion is to reset XP for all users if the system is changed in any way.
Making a comment for downvotes prescribed is a first step to forbid downvotes at all.
What about writeing the ratio between up and downvotes in the users homenode. And perhaps the downvote % and value behind the name in the 'Other Users' nodelet. And a list of top 100 downvoters.

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
