Why are you writing your own little mini-language there? Why not just use Perl's given operators for comparison? Creative use of eval yields:

sub build_num_comp {
   my $truth = eval "@_";
   die "Invalid comparison, use ax -h for help.\n" if $@;
   return sub { $truth };
}

print build_num_comp(5,'==',5)->() ? 'yes' : 'no';
print build_num_comp(5,'!=',5)->() ? 'yes' : 'no';

Snippets of code should be wrapped in <code> tags not <pre> tags. In fact, <pre> tags should generally be avoided. If they must be used, extreme care should be taken to ensure that their contents do not have long lines (<70 chars), in order to prevent horizontal scrolling (and possible janitor intervention).
