This is a poll - yes according to Webster it is.
"This","is" and "a" refer to the poll under discussion.
The word needing definition is "new"

Choose the definition you wish from a dictionary. Now when did newness occur?

Was it when the poll was thought up? if so all votes should be no, because it is old by the time the voters read the question.

Was it new when the voter first saw the question? If so, how long after the voter read the question would they have to vote no?

Was it new as an idea to ask a rhetorical question? Once again all votes should be no.

On the other hand if newness is defined as this being the first time the voter has seen this particular poll then all answers sould be yes.

Just a question, if there are the same number of yes answers and no answers, is it a new poll?
