I created that node as I first posted my Code under Craft.
The criterion I used for discriminating was, that Craft
seems to be more like a snippet and not always full working
code, but all in all, it should be (IMO) short code,
no longer than 20 lines.
Code on the other side can be whatever it takes.
Of course, that's just my opinion and not the official
statement ...

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
