If you look at the error message of this report for perl 5.22 http://www.cpantesters.org/cpan/report/0fe4cebc-ba81-11e8-8adf-d931f47900cc you will see that it's running perl 5.20:

Similar results for other versions.
In your test you need to call $^X instead of perl:
https://metacpan.org/source/STEVIED/Anki-Import-0.029/t/02-cli.t#L33
Even if the tester is running the tests with a specific perl version, this perl might not be in their path.
Also you should replace /usr/bin/env perl with /usr/bin/perl in https://metacpan.org/source/STEVIED/Anki-Import-0.029/bin/anki_import. It will be replaced with the path to perl it was installed with.
