Good questions, but the only thing I haven't given you is a self-contained example that you could run. Apologies.
However, I just resaved the file out as unicode 8-bit and everything worked just fine. So, problem solved. A big thanks to all who took the time to response.

tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
