Yes, but probably before you updated it.
I (mis)understood that post to be a request that either the banner be explained or the banner be removed.
I can now see that it was not a request but an ultimatum - that is, either explain it or " I shall remove it".

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
