cmd.exe escapes double-quotes by doubling them:
perl -le "open(my $x, "">&STDOUT"");"
But usually, I prefer (for this reason) to rewrite oneliners using qq() and q(), which eliminates the need for knowing how to escape in this shell besides needing to know whether to use single or double quotes.

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
