There's nothing obvious in perldelta for 5.28, but maybe the dot in inc removal in 5.26 is related to the module updates between 2.04 and 2.14? There is nothing specific in the module changes file, but maybe some of the code changes are an indicator (or PR 9 and the autosplit changes).

tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
