There was a local PM group near me, but it merged with a local Linux group several years ago. That, in turn has become more of general open source group.
Anyway, might be worth looking for Linux groups in your area then seeing how well Perl is represented. If nothing else, it could be be starting point for starting a PM group.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
