A minor point having nothing to do with HTML::TableExtract.
You should change your splatline to unix form: #!/usr/bin/perl -w
and make it the first line of the script. Windows doesn't pay attention to the splatline, but perl for Windows does read options from it. You are probably not seeing warnings that would help you debug.

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
