Other is in place of one thing, not many. It represents the one thing (or combination of things) the responder does not see listed in the other options.

All of the above can include all the listed options, and also one other thing. It does not mean all other things, however.

Admittedly, it is peculiar: Collectively, for all responders' responses, other can mean everything. But for each individual person, it means something specific. Though that is no different than \n in a regular expression.

...unless you mean a special use of "all" in all of the above.
