You don't need it for /pattern/ or 'pattern'. You also don't need it for ?pattern?; however, that construct is deprecated.

if ($x =~ /b/) { print "y\n" } else { print "n\n" }
if ($x =~ 'b') { print "y\n" } else { print "n\n" }
if ($x =~ ?b?) { print "y\n" } else { print "n\n" }
