Does the script run properly when you go to /cgi-bin/counter/counter.cgi versus pulling it in through SSI?
Does the script run properly from the command line?
Do you have access to the web server logs? If so, can you copy the error you see there?

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
