It is like an actual branch/fork, rather than a patch file

Since PAUSE indexer detects unauthorized release, it could notify the maintainers ( authorized authors ) along the lines

<FictionalDramatization>

Hi, author MARKSTOS has forked/branched your dist CGI.pm-3.50 , see it at https://metacpan.org/release/MARKSTOS/CGI.pm-3.51/

You can see what changed at https://metacpan.org/diff/release/LDS/CGI.pm-3.50/MARKSTOS/CGI.pm-3.51

If you like what you see, consider offerint this author an invitation to become a maintainer, his fork/branch could become official/authorized
