Serve a file from a CGI script

willymacoy has asked for the wisdom of the Perl Monks concerning the following question:

I wish present a list of files for download. However, I do not wish to present links to the files - the user must go through the script. The file could be anywhere - readable by the script, but not necessarily by the web server.

I have seen this effect on the web, but I don't even know what to call it to google it. Can anyone point me in the right direction?
