UPDATE: ehm still confused about your cryptic message...PPI, B::Deparse, Perl::Tidy are not POD-parser...

    You don't need special pod notation when you can parse perl , see Code::Explain, Perl::Tags , you can infer arguments, recognize tags, find them in pod text ... and then provide tooltips for IDEs, docs... just a SMOP, which I believe Padre has started doing
