skeleton CPAN distribution?

wumpus has asked for the wisdom of the Perl Monks concerning the following question:

I would like to post a distribution to CPAN for the first time, and after reading all the docs, I haven't seen an example 'skeleton' distribution that follows modern practices and in which I can plonk down my single .pm file.

I know I could use any existing module as a skeleton, but I have no way of knowing which ones are considered up-to-date.

module-starter and Dist::Zilla look perfect, thanks!

    Also might be of interest: Dist::Zilla and plugins.
