sorry printing mistake...getting the same error with the following configuration 
<Directory "/mydir/tools/cgi-bin">
    AddHandler cgi-script .pl
    AllowOverride AuthConfig
    Options FollowSymLinks
    Order allow,deny
    Allow from all
</Directory>
