See also PerlIO: crlf layer on Windows interfering with UCS-2 unicode for prior art and discussion (this talks about UCS-2, but it's the same issue).
PS, I'm kind of surprised this bug still hasn't been fixed - in particular as the perldelta for 5.8.9 claims "Using :crlf and UTF-16 IO layers together will now work".
