Do you mean DBD::SQLite (as suggested in Flock to Rename Directory) rather than MySQL Lite? If so, had you read the description:

"SQLite is a public domain RDBMS database engine that you can find at http://www.sqlite.org/.

Rather than ask you to install SQLite first, because SQLite is public domain, DBD::SQLite includes the entire thing in the distribution. So in order to get a fast transaction capable RDBMS working for your perl project you simply have to install this module, and nothing else.

You'd see that you that all you need is this module. Have you done any research on either SQLite or MySQL? You need to learn how to use the tools you need to do the task you've been given. I suggest you spend time reading about these tools. I think DBD::SQLite is adequate for this task.

I'm sure this or something very like it has been done before, it is possible, wither or not it will be fast or secure depends on many factors, first and foremost you, and how you approach this task.

Update: in FASTER PERL (velocigen velometer mod perl or Perl Server Pages) (posted in 2007) you tell us that you had 90% of a MySQL based CMS system. Is this purely a question of programming Perl on windows or are you out of practice?

    I highly recommend SQLite.  Sprite on CPAN also allows you to perform "SQL" queries on a delimited textfile.  The other recommendations are great as well.
