At the moment I'm checking out if we can establish a English (or biligual) sub-board in
http://www.perl-community.de/bat/poard/latest/24h
It's under active development, RSS, Mailsubscription, Syntax Highlighting Support for a bunch of languages (IMHO including ELISP) and it is Open Source.
Posting in English shouldn't be a problem...
BUT it's not a Mailinglist.
