    As a hint, please read the Writeup Formatting Tips and especially put all your test strings in between <code>...</code> tags, so that & and &amp; render differently.

    Please, go and read the documentation of HTML::Entities. You will have to understand the problem domain and write code yourself. These are two separate steps and from how this discussion has been going, I get the feeling that you haven't even achieved the first stage.
