The last two releases of Mail::ClamAV have only been tested by one CPAN tester (it passed both runs). I've looked over the files several times and made some adjustments to META.yml to hide the private copy of Inline::MakeMaker, but don't see anything that would prevent automated testing. Is there something I'm missing?
