mod_perl 1.99X is not mod_perl 1 - it's the prerelease of mod_perl 2.0 and will not work correctly with apache 1.
The latest version of mod_perl for apache 1 is mod_perl 1.30 Update: since you're running apache 2 you cannot run mod_perl 1 at all. Just get the latest mod_perl 2.
