This is, of course(!) only meant for a buubot to 'eval: ', due to the wonderful things it stuffs into $_. To be honest, the join bit was a happy accident:
When (accidentally) given // instead of '', join seems to join everything with a '1'. I'm curious about why, besides "don't do that."
$_=$_->{args}[0],/(meow)/until$\=$1;$\++for 2**8..2**7*(join//,(/(\d)/ +g)[0..4])/22288.2;$\

    All,
    For those of you following along at home who have no idea who buubot is (source available svn://erxz.com/bb_code), it is an IRC bot written by BUU that hangs out on #perl (freenode). He is a sometimes helpful bot that will also *mostly* safely eval perl 5 code for you in the channel. It is a common pass time to get him to crash or do something unexpected but we usually encourage those trying to do so in #buubot rather than #perl

    I guess the project is no longer at that URI...

    Has it moved elsewhere? The #buubot channel on Freenode seems dead too.
