I recently had a similar thoughts ... maybe the numer of hits in following googlesearch could be a starting point for this kind of heuristic.

cpan-modules using Moose (mainly Moose itself ;)

--> http://www.google.com/search?num=100&q=intext%3A%22use+Moose%22+inurl%3Apm+lib++site%3Asearch.cpan.org

or maybe by using --> google codesearch which allows using regexes.
