You haven't really included enough information. What are you trying to do? What work have you done so far? Where are you getting stuck?
If you're asking a general question, you need to narrow it down a bit more.
Try reading up on
IO::Socket,
IO::Socket::INET,
and XML RPC - these topics might help you with whatever problem or question you have, or at least help you narrow things down a bit and develop a more specific question.
